Scans all resources and deletes duplicates by URL fingerprint and name+org fingerprint. The lowest-ID copy of each duplicate group is kept.

Quarterly reminders are sent automatically on Jan 1, Apr 1, Jul 1, Oct 1 and 14 days before each date. Monthly health summaries go out on the 1st of each month.
